A retired Massachusetts Army National Guard two-star general who spent over 15 years on the NGAUS board of directors now has responsibility for the association’s daily operations in Washington, D.C.
McGinn has four decades of military service, all of it affiliated with the Massachusetts Army Guard, and most of it as a traditional, part-time soldier. He deployed to Iraq in 2004 as part of the 42nd Infantry Division. Later, McGinn was the division’s assistant division commander for support.
A Quincy, Massachusetts, native, McGinn has also been the state’s assistant adjutant general-Army. McGinn has additionally served as the president of the National Guard Association of Massachusetts. He concluded his military career as mobilization assistant to the director of the Defense Intelligence Agency in Washington, D.C.
McGinn's awards include the Defense Superior Service Medal, the Legion of Merit (with one Bronze Oak Leaf Cluster), the Bronze Star and the Meritorious Service Medal (with four Bronze Oak Leaf Clusters).
He also has 34 years of civilian law-enforcement experience, retiring from the Massachusetts State Police in 2018 as a major after 30 years.
