Background
NGAUS strongly supports S. 3697 and H.R. 3048, the Space National Guard Establishment Act. This bipartisan legislation would create the Space National Guard as the primary reserve component of the U.S. Space Force.
S. 3697 was introduced by Sen. Marco Rubio (R-FL) and Sen. Laphonza Butler (D-CA) on Jan. 31, 2024. The Senate bill was cosponsored by Sen. Alex Padilla (D-CA), Sen. John Hickenlooper (D-CO), Sen. Lisa Murkowski (R-AK), Sen. Marsha Blackburn (R-TN), Sen. Bill Hagerty (R-TN), Sen. Michael Bennet (D-CO), Sen. Rick Scott (R-FL), Sen. Mike Braun (R-IN), Sen. Kyrsten Sinema (I-AZ), Sen. Mike Crapo (R-ID), Sen. J.D. Vance (R-OH), Sen. James Risch (R-ID), Sen. Sherrod Brown (D-OH), and Sen. Jerry Moran (R-KS).
Companion legislation to this Senate bill was included in the last two versions of the National Defense Authorization Act introduced in the House. Rep. Jason Crow (D-CO) and Rep. Doug Lamborn (R-CO) reintroduced a House version of the Space National Guard Establishment Act on May 2, 2023. The House bill was cosponsored by Rep. Salud Carbajal (D-CA), Rep. William Keating (D-MA), Rep. John Rutherford (R-FL), Rep. Steve Womack (R-AR), Rep. Jared Moskowitz (D-FL), Rep. Sylvia Garcia, (D-TX), Rep. Ed Case (D-HI), Rep. Jack Bergman, (R-MI), Rep. Jill Tokuda (D-HI) and Rep. Brittany Pettersen (D-CO).
S. 3697 and H.R. 3048, if enacted, would allow the nearly 1,000 airmen currently performing space missions in the National Guard to continue executing these crucial missions unimpeded, while providing the Space Force with combat surge capabilities and delivering space-trained personnel and capabilities to support domestic operations and natural disasters.
The Department of Defense is fielding two options regarding reserve components within the Space Force, but has proposed merging all space missions into a full- and part-time force with no Space Guard.
