November 2018 Update

NGAUS on the Hill

Implementation of Fiscal Year (FY) 2019 Department of Defense (DoD) policies and disbursement of appropriations began October 1, 2018. The DoD portion of the FY20 President’s budget request is in formulation and due to Congress by February 4, 2019.

During this time, the NGAUS legislative staff and NGAUS Task Forces are working diligently to identify top FY20 NGAUS legislative priorities. These priorities will be based on resolutions adopted at the 140th NGAUS General Conference and Exhibition in New Orleans. NGAUS priorities will also focus on the lethality and readiness of an operational National Guard. A few notable themes for FY20 include:

  • Concurrent and proportional fielding of new equipment and weapons platforms to the National Guard.
  • Modernization and recapitalization of National Guard platforms to ensure safety, reliability and Total Force interoperability.
  • Access to robust health care for all National Guard personnel.
  • Ensuring deployment readiness through medical continuity of care.

Based on conversations with our counterparts on Capitol Hill, Congressional staff are preparing for the incoming 116th Congress with a focus on oversight of DoD programs and development of priorities for the FY20 National Defense Authorization Act (NDAA) and DoD appropriations legislation. NGAUS continues to engage with various National Guard stakeholders to identify issue commonality and present to Congress a unified message on important National Guard issues.
